Iran and Qatar Sign Two Cultural Cooperation Agreements to Boost Cultural Diplomacy

During an official visit by the President of Iran to Qatar, two key cultural and artistic cooperation documents were signed between the two countries.

According to goodnewsagency,, the two memorandums of understanding—titled the “Executive Program of the Cultural and Artistic Cooperation Agreement” and the “Cultural Cooperation MOU between the Ministries of Culture of Iran and Qatar”—were officially signed and exchanged in the presence of Iranian President Dr. Masoud Pezeshkian and Qatari Emir Sheikh Tamim bin Hamad Al Thani.

The content of these agreements had previously been discussed over two consecutive days in bilateral meetings held at Qatar’s Ministry of Foreign Affairs. Representing the Iranian Ministry of Culture and Islamic Guidance were Ali Bakhtiari, Iran’s Cultural Attaché in Qatar, and Hamid Mostafavi, Director General of Cultural Exchanges and International Organizations at the Islamic Culture and Relations Organization. After finalization, the documents were approved and signed by senior officials from both nations.

The first document serves as the implementation plan for a broader cultural and artistic cooperation agreement originally signed between Iran and Qatar in 2000. It provides a framework for collaborative activities in cultural, artistic, academic, educational, and media sectors, as well as exchanges of cultural delegations, librarianship professionals, and the organization of cultural weeks and film events. The responsibility for implementing the agreement lies with the cultural attachés of both countries, in coordination with their respective foreign ministries, the Islamic Culture and Relations Organization, and other public and private sector stakeholders.

The second document, a Memorandum of Understanding between the two Ministries of Culture, emphasizes mutual cooperation in areas such as reciprocal visits of influential media, cultural and artistic figures, as well as organizing joint cultural weeks, festivals, and exhibitions.

These agreements were signed on Wednesday, October 2, 2024, during President Pezeshkian’s official visit to Doha, where he also participated in the Asia Cooperation Dialogue Summit.
